Thomas Gagné
Thomas brings over 20 years of experience across both the public and private sectors, having established himself as a trusted and reliable advisor to numerous provincial and federal ministers in Québec City and Ottawa. Fully bilingual in French and English, he offers deep expertise in navigating complex political and public policy challenges—particularly in defense, maritime affairs, security, procurement, and provincial stakeholder relations management in Québec.
Over the past eight years, Thomas has held several senior roles within federal political offices. Most recently, he served as Director of Defence Procurement and Industry Relations for two Ministers of National Defence, where he built and maintained a broad network of industry stakeholders in the defence sector. Prior to that, he was Senior Policy Advisor for Defence and Marine Procurement to the Minister of Public Services and Procurement. He also worked as Senior Advisor for Québec and Issues Management to the Minister of Labour, and held various advisory positions within the office of the Minister of National Revenue.
Earlier in his career, Thomas was active in Québec provincial politics, advising ministers responsible for intergovernmental and Indigenous affairs. He also ran his own consulting business, working as a coach and teacher at a local Entrepreneurial Center to support business start-ups and growth.
Originally from Gatineau, Québec, Thomas lived in Québec City from 2003 to 2007 while supporting ministers at the provincial level. He returned to the National Capital Region in 2007 to focus on business consulting and, in 2015, joined the newly elected federal government’s political staff, where he served until 2023.
Outside of his professional life, Thomas enjoys cooking and exploring global cuisines, traveling, spending time with family and friends, watching TV series, and playing video games.
